Committee on Public Safety, Health & Traffic

Where
One City Hall Plaza, Manchester, NH 03101

What was decided

The committee approved GLENDI's request to close Kenney Street at Hanover Street and Amherst Street at Hilton Street on September 18-19 and 20 for its annual festival. It voted to receive and file a petition to reduce on-street parking on Pine Street by one space, so the petitioner can work with DPW on a resolution before it returns to the Board if needed. The committee also approved SMMA's requested traffic changes near Beech Street Elementary School, including a one-way designation on Green Street, new no-parking zones, and rescinding an existing no-parking rule and a stop sign.

COMMITTEE ON PUBLIC SAFETY, HEALTH & TRAFFIC

July 6, 2026 at 5:00 PM

Chairman Vincent called the meeting to order.

The Clerk called the roll.

Present: Aldermen Vincent, Dexter, Barry

Absent: Aldermen Goonan, Bonilla

  1. Communication from the organizers of GLENDI requesting the closure of Kenney Street at Hanover Street, and Amherst Street at Hilton Street, from 10AM to 11PM on September 18-19, and from 11AM to 5PM on September 20, for its annual festival.

On motion of Alderman Barry, duly seconded by Alderman Dexter, it was voted to approve.

  1. Petition for reduction of on-street parking on Pine Street by one space.

Chairman Vincent: I have spoken with DPW, I've read all the letters and all the information. I'm going to make a recommendation to receive and file this and have the petitioner work with DPW to try to come up with a resolution on this and not put it on the Board. If they can't come to a resolution, then bring it to the Board and we'll get involved, but I think this should be handled between DPW and the parties involved.

On motion of Alderman Vincent, duly seconded by Alderman Dexter, it was voted to receive and file.

  1. Communication from SMMA requesting the following traffic changes near Beech Street Elementary School:

ONE-WAY STREET Green Street, in the westbound direction, one-way from Beech Street to Union Street

NO PARKING BUS STOP On Green Street, on the north side, from 55 feet west of the existing Beech Street front of curb to a point 180 feet further west

NO PARKING LOADING & UNLOADING ZONE On Beech Street, on the west side, from 9 feet south of the proposed Summer Street from of curb to a point 112 feet further south

RESCIND NO PARKING ANYTIME On Beech Street, on the west side, from Summer Street to Green Street (ORD 2646)

RESCIND STOP SIGN On Green Street at Beech Street, south-west corner (ORD 0811)

On motion of Alderman Barry, duly seconded by Alderman Dexter, it was voted to approve.

Chairman Vincent: I spoke with DPW; they are tracking this. This is not something that's going to happen next week. It's going to happen closer to the project, once that begins. Anybody in that area doesn't have to be concerned with those changes immediately.

There being no further business, on motion of Alderman Barry, duly seconded by Alderman Dexter, it was voted to adjourn.

A True Record. Attest.
