Chairman Vincent called the meeting to order.

The Clerk called the roll.

  1. The Traffic Division has submitted an agenda which needs to be addressed:

STOP - On Overland Street at Bellevue Street, NW Corner - Alderman Burkush

HANDICAP PARKING ONLY - On Cedar Street, north side, from a point 30 feet east of Union Street to a point 25 feet further east - Alderman Bonilla

On motion of Alderman Barry, duly seconded by Alderman Bonilla, it was voted to approve.

  1. Communication from Caleb Dobbins, Highway Chief Engineer, advising the committee on the conversion of the South Willow Street/Sheffield Road intersection to an all-way stop condition.

Caleb Dobbins, Highway Chief Engineer: The department just wanted the board and whatnot to be aware because the intersection of Sheffield Road and South Willow Street has been a matter of attention for a number of years. The State of New Hampshire had done a road safety audit out there, probably 4 or 5 years ago now. It qualified for a HSIP project that is currently ongoing, the design within DOT. In the meantime, however, as with the road and safety audits, there are certain short, long, medium, intermediate term things that can go on in the meantime. One of those was the conversion of Sheffield from two way to one way, going from South Willow Street to Harvey Road. And now the state will be implementing a three way stop there, where South Willow Street will have a stop condition. This is informational. We within the DPW certainly hasn't looked at this in terms of what issues that may cause. Obviously, it's a fairly high traffic roadway, so folks having to stop at a stop sign at 2:00 in the morning when there's nobody there, we don't know about unintended consequences or anything like that that might come up. Nor do we know whether or not it could also ultimately affect the long-term solution that may end up coming for that intersection. So, we really just wanted the board to be aware of it. There was a presentation a number of years ago to the board by the DOT. So, we also just weren't certain whether or not the board might be interested in having the state come back and explain where that project actually is or not. So, these may not even be implemented this year supposedly.

C. Dobbins: That we shall.
