Chairman Burkush called the meeting to order.

The Clerk called the roll.

Present: Aldermen Burkush, Vincent, Barry, Goonan, Terrio

Messrs.: C. Dobbins, J. Belanger

  1. Amending Resolution and Budget Authorization providing for the reduction of funds in the amount of $350,000 for CIP 611623 InvestNH Municipal Per-Unit Grant and to extend the project through December 31, 2026.

On motion of Alderman Vincent, duly seconded by Alderman Goonan, it was voted to approve.

  1. Amending Resolution and Budget Authorizations providing for the transfer and expenditure of funds in the amount of $119,832.25 for CIP 711323 Amoskeag EB & Canal Ramp Design and Construction.

On motion of Alderman Barry, duly seconded by Alderman Vincent, it was voted to approve.

Chairman Burkush: Are we on schedule with this?

Caleb Dobbins, Chief Highway Engineer: We are.

  1. Amending Resolution and Budget Authorization providing for the acceptance and expenditure of funds in the amount of $25,000 for CIP C300040626 Uninterruptible Power Supply (UPS).

On motion of Alderman Barry, duly seconded by Alderman Vincent, it was voted to approve.

On motion of Alderman Terrio, duly seconded by Alderman Barry, it was voted to expedite the committee's report.

  1. Amending Resolution and Budget Authorization providing for the acceptance and expenditure of funds in the amount of $13,500 for CIP C300040726 Seabrook Station.

Alderman Terrio: What is Seabrook Station?

Alderman Goonan: It is not a relocation center, but if something ever happens in Seabrook, they come and they're evaluated here. Manchester has worked with Seabrook for decades as a reception center.

On motion of Alderman Goonan, duly seconded by Alderman Terrio, it was voted to approve.

  1. Amending Resolution and Budget Authorizations providing for the transfer and expenditure of funds in the amount of $232,924.16 for CIP C500071126 Pearl Street Parking Garage.

On motion of Alderman Barry, duly seconded by Alderman Goonan, it was voted to approve.

  1. Communication from Jerome Spooner, Solid Waste and Environmental Programs Manager, requesting permission to accept up to $20,445 in grant funding from the NH Department of Environmental Services and Waste Management Division to conduct two household Hazardous Waste Collection Events.

On motion of Alderman Barry, duly seconded by Alderman Goonan, it was voted to approve.

  1. Communication from Michael Intranuovo, Assistant City Clerk, requesting permission to apply for up to $10,000 in grant funding from the New Hampshire State Library Conservation Plate Grant Program.

On motion of Alderman Barry, duly seconded by Alderman Terrio, it was voted to approve.

  1. Communication from Whitney Dade, Police Grant Coordinator, requesting permission to apply for grant funding from the BJA FY25 De-escalation and Crisis Response Training Program.

On motion of Alderman Goonan, duly seconded by Alderman Barry, it was voted to approve.

  1. Communication from Jeff Belanger, Planning and Community Development Director, requesting extensions for various CIP projects.

On motion of Alderman Terrio, duly seconded by Alderman Barry, it was voted to approve.

  1. Communication from Caleb Dobbins, Highway Chief Engineer, requesting extensions for various CIP projects.

On motion of Alderman Vincent, duly seconded by Alderman Barry, it was voted to approve.

  1. Communication from Charleen Michaud, Welfare Director, requesting an extension to CIP 810525 Welfare General Assistance Rentals to June 30, 2027.

On motion of Alderman Barry, duly seconded by Alderman Terrio, it was voted to approve.

  1. Communication from Kate Waldo, Parks Project Manager, requesting a revision to the project description for CIP 511123 Stevens Park - Cal Ripken Baseball.

On motion of Alderman Barry, duly seconded by Alderman Goonan, it was voted to approve.

  1. Communication from the Planning and Community Development Director submitting the American Rescue Plan Act (ARPA) expenditure report through March 31, 2026.

Alderman Terrio: Is that the right date?

Jeff Belanger, Planning and Community Development Director: That is correct. That is what the numbers go through at this point. We tend to be a month behind before we can get all the final expenditures done. We have newer numbers now that will be with you at your next quarterly report.

On motion of Alderman Vincent, duly seconded by Alderman Terrio, it was voted to approve.

There being no further business, on motion of Alderman Goonan, duly seconded by Alderman Vincent, it was voted to adjourn.
